The announcement of arrest warrants issued by the International Criminal Court in The Hague, the Netherlands, for Vladimir Putin and his assistant broke yesterday. Soon after the conflict began 13 months ago Ukrainian officials charged that Russian steps directly targeting civilians were war crimes. The Zelenskyy government documents these crimes daily.
