I don't know. Sometimes the attacker is expecting a quick victory and it just doesn't work out, like President Putin in Ukraine or Herr Hitler in the Soviet Union. Then time comes. But, sometimes it is quick, as when we pushed Iraq back out of Kuwait. Some have insight, like Lord Kitchener, at the outbreak of WWI. He put in place an Army expansion and preparation based on a long war. But, you can't count on it. Look at France in WWII.
I think this is a good assessment. And, fixing the NIH (health care) will consume every marginal pound. That said, in an emergency, a hot war, the Brits might field a bigger force. Or so I hope.
